Rosetta was born January 10, 1951 in Chicago, IL the daughter of Gerald E. and Opal (Abbott) Phelps.
Rosetta was a CNA at Prairie Rose Health Care Center in Pana.
Her brother Tom Phelps of Taylorville, IL survives.
Preceding her in death are her parents.
